{"id":4588,"date":"2012-09-04T23:52:46","date_gmt":"2012-09-04T15:52:46","guid":{"rendered":"http:\/\/www.nurulizzah.com\/site\/?p=4588"},"modified":"2020-02-18T12:33:11","modified_gmt":"2020-02-18T04:33:11","slug":"government-may-have-been-suppressing-crime-figures-by-50","status":"publish","type":"post","link":"https:\/\/www.nurulizzah.com\/site\/government-may-have-been-suppressing-crime-figures-by-50\/","title":{"rendered":"Government may have been suppressing crime figures by 50%"},"content":{"rendered":"<p>New research suggests that the federal government may have been suppressing<br \/>\ncrime figures by up to 50 per cent.<\/p>\n<p>In 2009, Bernama reported Director of the Criminal Investigation Department<br \/>\n(CID) Bukit Aman, Datuk Seri Mohd Bakri Zinin\u2019s complaint that CID\u2019s<br \/>\ninvestigating officers (IOs) were being overburdened with 20 cases per IO per<br \/>\nmonth.<\/p>\n<p>According to its own figures, the Royal Malaysian Police (PDRM) had 2,233<br \/>\ninvestigating officers working in CID in 2009. If each IO had to handle 20 cases<br \/>\nper month this implies a total annual crime (Index + Non-Index) figure of over<br \/>\n530,000 cases.1 This is far higher than the officially reported crime rate for 2009.<\/p>\n<p>Last week, in response to accusations from an anonymous policeman that it was<br \/>\ndoctoring crime figures, PDRM\u2019s ASP Ramli Mohd Yuusof reported a total crime<br \/>\nfigure of 271,831 for 2009, nearly 50 per cent less than the crime figure implied<br \/>\nby the CID chief.<\/p>\n<p>The Barisan Nasional government, and the Ministry of Home Affairs in particular,<br \/>\nmust come clean on whether it has been forcing the police to suppress the<br \/>\ntrue crime statistics. They must reveal how long this has been going on. The<br \/>\nMalaysian public must know the truth.<\/p>\n<p>Policing crime is a challenge, especially when so much of PDRM\u2019s manpower has<br \/>\nbeen tied up in paramilitary and spying functions. These seem to have served<br \/>\nmore to protect Barisan Nasional rather than protect the public from crime.<\/p>\n<p>This is why Pakatan Rakyat has advocated the modernisation of PDRM to make it<br \/>\na dynamic crime-fighting service. With Pakatan\u2019s reforms, CID caseloads should<br \/>\ndrop to 5 cases per IO per month.<\/p>\n<p>Pakatan\u2019s Budget 2013 proposal on Fighting Crime, unveiled Tuesday, focuses<br \/>\non three strategic thrusts: reallocating resources and manpower to the under-<br \/>\nstaffed CID and foot patrols in crime hotspots; improving the pay of police<br \/>\npersonnel as insulation against corruption and a reward for crime-fighting; and,<br \/>\nimproving the police\u2019s forensic and reporting capacities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New research suggests that the federal government may have been suppressing crime figures by up to 50 per cent.
