Wanita Asas Negara

Berhasilnya Agenda Wanita Malaysia berkat usaha gigih YB Siti Zailah, YB Zuraidah dan YB Chong Eng adalah kerana komitmen Pakatan Rakyat demi
memberdayakan wanita, simbol kasih dan pengorbanan dalam mana-mana institusi kekeluargaan malah masyarakat. Pakatan Rakyat bukan sahaja
meletakkan sasaran 30 peratus bagi penglibatan wanita, tetapi prihatin akan nasib wanita menerusi tawaran caruman wanita malaysia.

Jaringan keselamatan sosial ini menggalakkan suami untuk mencarum khusus untuk setiap suri rumah yg pendapatannya seisi rumah RM1500 ke bawah. Ia membolehkan para isteri untuk mengeluarkan wang caruman segenap umur 50, dan di kala menempuh musibah.

Anak Muda Harapan Rakyat, Membina Malaysia Yang Lebih Baik

Kini, sedang kita menyedari bahawa negara bertuah ini terdiri juga daripada anak-anak muda 30 tahun ke bawah yang merangkumi 56 peratus daripada keseluruhan rakyat jelata, kita akur dengan keperluan membawa mereka di dalam arus pentadbiran serta hala tuju negara.

Orang muda jangan cuba dibeli dengan pemberian bonus-bonus jangka pendek. Orang muda serta suaranya harus diletakkan setaraf bersama dengan badan-badan berkanun dan bertanggungjawab dalam pembinaan bersama negara Malaysia.

Lantas hari ini kita tawarkan Inisiatif Bersama Anak Muda yang merangkumi;

Pertama: Menurunkan Umur Mengundi dari 21 ke 18 tahun, dan Pendaftaran Pengundi Automatik

Golongan belia bukan lagi anak muda yang sekadar diminta berkhidmat di dalam PLKN atau bekerja bagi menyumbang ke arah ekonomi negara; mereka tidak boleh dikecualikan dari mempunyai suara politik yang akan menentukan masa depan negara. Cukuplah dengan era ‘listen, listen, listen’ ; kini bakal digantikan InShaaAllah dengan kerajaan yang mendengar.

Perubahan ini diganding dengan pendaftaran pengundi secara automatik untuk memastikan hak rakyat Malaysia sebagai pengundi di dalam proses demokrasi jangan lagi tercemar menerusi senarai daftar pengundi yang bersih; bukannya penuh dengan golongan  yang didaftar tanpa pengetahuan mereka.

Kedua: Pengukuhan Proses Demokrasi Universiti: Pilihanraya Kampus diurus Pelajar

Institusi Pengajian Tinggi (IPT) punyai peranan penting dalam membangunkan pemimpin-pemimpin belia dan memupuk sifat kewarganegaraan. Golongan muda sepatutnya diberikan hak untuk membuat keputusan yang memberi impak kepada perjalanan hidup di kampus. Oleh itu, pilihanraya kampus hendaklah bebas daripada sebarang bebanan dan pengaruh pihak berkuasa. Mansuhkan saja Jabatan Hal Ehwal Pelajar – biar siswa-siswi menimba
pengalaman hidup di dunia sedari universiti.

Ketiga: Pendidikan percuma dan penghapusan hutang PTPTN

Setiap rakyat Malaysia hendaklah diberikan peluang yang sama termasuk di dalam hak sejagat untuk mendapat Pendidikan Percuma – dari tadika hinggalah ke universiti. Negara sekaya kita seharusnya memastikan dana jangan dibazir menerusi rasuah dan penganugerahan kepada kroni, tetapi dilabur untuk pendidikan – supaya sumber manusia terbaik terhasil.

Keempat: Mengatasi Pengangguran Belia dan Guna Tenaga Tidak Penuh

Dengan kadar hutang negara yang makin mendadak, pengangguran di kalangan belia makin menambah beban mereka -11%. Kadar ini adalah lebih tinggi di Sabah dan Sarawak   hampir mencapai 15%. Yang kronik, kadar pengangguran belia adalah 60% dari jumlah pengangguran sepenuhnya; pengangguran belia adalah 6.6 kali lebih tinggi dari tahap golongan dewasa.

Perubahan serta keperluan industri tidak dikendalikan dengan baik oleh kerajaan BN. Tanyalah ribuan graduan kejururawatan dan penerbangan yang
masih menganggur dinihari! Pada Mei 2012, terdapat 76 200 graduan yang masih menganggur.

Kita perlu reformasi menyeluruh di dalam sistem pendidikan negara dan merancakkan lagi kewujudan dan peranan insititusi latihan teknikal dan vokasional; dalam mencapai hasrat ini, Pakatan Rakyat menjanjikan Skim Perintis Rakyat, penubuhan 5 universiti teknikal, 25 sekolah vokasional serta komited mencari penyelesaian serta-merta bagi muda-mudi berusia 34 tahun ke bawah yang diisytiharkan muflis. Hampir 47 peratus daripada jumlah keseluruhan 4,568 kes baru pada suku tahun 2012 yang direkodkan di Jabatan Insolvensi
Malaysia (MdI) adalah Melayu muda.

Kelima: Merombak semula Program Latihan Khidmat Negara

Demi penghasilan bangsa yang benar-benar bersatu dan jitu, disertai usaha menanam sahsiah dan akhlak yang baik, sudah tiba masanya kita menggantikan program Latihan Khidmat Negara dengan program yang menekankan pembinaan modal insan, disertai audit menyeluruh demi pembentukan program yang menjamin pembentukan sahsiah serta keselamatan fizikal anak-anak kita.

Keenam dan yang terakhir: Penglibatan Anak Muda dalam Proses Membuat Dasar

Kita juga mahukan penyertaan berterusan belia di dalam proses demokrasi. Justeru, sebuah Majlis Penasihat Belia yang dipilih oleh mereka sendiri – yang diberi mandat di tahap persekutuan, negeri, dan kerajaan tempatan.

Manifesto Pakatan Harapan Rakyat mengimpikan lanskap ekonomi, politik serta sosial yang lebih baik utk kehidupan wanita, anak muda serta rakyat yang lebih selesa, dan berkualiti.

Semoga kita diberi kekuatan dan peluang dalam melakar masa depan yang lebih baik untuk semua, demi rakyat – wanita, dan belia , rakyat terbanyak, dalam usaha membina Malaysia yang lebih baik!

Women, the backbone of the Country

Agenda Wanita Malaysia (Malaysian Women’s Agenda) is accomplished thanks to the hard work and struggle by the women of Pakatan Rakyat, YB Siti Zailah, YB Zuraida and YB Chong Eng. This is the sign of commitment of Pakatan Rakyat to ensure that women shall be competitive and also as a symbol of love and sacrifice in any family institution and also the society at large. Pakatan Rakyat isn’t only aiming for the 30% participation of women in decision-making. We must also care for the women that face the harsh reality, by offering the Caruman Wanita Nasional (National Contributions Fund for Women).

This policy targets families with household income below RM1500. It will encourage husbands to contribute certain amount of money to their spouse on a monthly basis. The wives or mothers, will be allowed to withdraw her income from the social security scheme when they reach 50 years old, or when they have to face any unexpected calamities.

Youth, The Hope of the People Towards Building a Better Malaysia

We have to accept the reality now, 56% of our nation’s population is made up of of youths under the age of 30, and we acknowledge that there is a need to support and train them in preparation towards governance in order to chart the future of this country.

The youths will no longer be bought with short term bonuses. The voice of the young shall be put on equal stage towards nation-building.

Hence today, we would like to offer a Youth Partnership Initiative that will include:

First: Lowering the age of suffrage from 21 to 18 years old and Automatic Voter Registration

The youths are not just a young group that is asked to join the National Service or working towards building a better future for Malaysia. They cannot be exempted from having a voice to represent Malaysia. The era of ‘listen, listen, listen’ is now over, InshaAllah (God Willing) we will be the government that listens.

This reform will also include  automatic voter registration to ensure that the rights of the Rakyat as voters will not be compromised. By implementing this policy, the voter registration will no longer be tainted; it will not be filled with names of the people who were registered without their consent.

Second: Strengthening the Democratic Process in University: Campus Elections organised by Students

Institutes of higher learning have an important role of developing the future leaders and also instilling the spirit of nationhood. The youth should be given rights to make decisions that give  them the best impact in their campus life. Hence, campus elections should be free from any external influence or pressure. Jabatan Hal Ehwal Pelajar (Student Affairs Department) should be abolished. Let the students decide themselves on how they should chart their university life.

Third: Free Education and PTPTN Loans Cancellation

Every Malaysian should be given the same equal universal rights to attain free education — from preschool up to university. Our nation is rich with natural resources, and we have to ensure that a certain percentage of that revenue would go towards investing in education. It must not be wasted through corruption nor should it be given out to cronies through dubious contracts.

With such investment in education, we will be able to have the best human capital in the world.

Fourth: Reducing Youth Unemployment and Underemployment

With the nation’s debt rising almost every year, unemployment among youths has also risen dramatically towards 11%. The situation is even worse in Sabah and Sarawak where it is nearly 15%. The situation is very worrying as 60% of the total unemployment in Malaysia comprises of youth unemployment, 6.6 times much higher than unemployed adults.

The Barisan Nasional government has not mapped out the different demands for specific industries in Malaysia accurately. They have failed thousands of nurses and pilots that are still unemployed today. In Mei 2012, 76,200 graduates weren’t able to find any employment.

We need a complete reform of the nation’s education system and accelerate the growth of technical and vocational institutions, in order to fulfil our hopes for this country. Pakatan Rakyat promises the People’s Apprenticeship Scheme, building 5 technical universities, and 25 vocational schools.
We are also committed towards finding the best and speedy solutions for the youths who are 34 years and below, that is declared bankrupt. According to the Malaysia’s Department of Insolvency, Young Malays make up close to 47% of the 4,568 new cases for the first quarter of 2012.

Fifth: Reforming the National Service Program

In order for us to have youths that are united and strong, with a distinctive moral character, we have to reform the modules that is included in the National Service with a program that emphasises on building human capital, accompanied by a comprehensive audit program that guarantees the safety and security of our National Service trainees. The reforms will deliver better quality services and at the same time a more improved character building program.

Sixth: And finally, Getting youths involved in Policy Making

We have to ensure continuous inclusivity of our youths in the democratic process.
Hence, a Youth Advisory Council  that is formed by elected representatives should be given a mandate in federal, state and local government.

The Pakatan Rakyat Manifesto dreams of a social, economic and political landscape that is better for women, youths, and the people – in order for them to have a comfortable and higher quality lifestyle.

We hope that we will be given the strength and opportunity to chart the future that is better, for the rakyat – women, youths, and the rakyat at large – for us to move towards building a better future for Malaysia.
